18Who is a God like unto thee, that pardoneth iniquity, and passeth by the transgression of the remnant of his heritage? he retaineth not his anger for ever, because he delighteth in mercy.

He laments the state of the nation, noting that there is no one who is faithful or just, and that even those who are closest to them have become their enemies. He calls on the Lord to remember His promises and to act on behalf of His people. He also speaks of the Lord's mercy and compassion, and of His willingness to forgive and restore His people.
