13Was then that which is good made death unto me? God forbid. But sin, that it might appear sin, working death in me by that which is good; that sin by the commandment might become exceeding sinful.
14For we know that the law is spiritual: but I am carnal, sold under sin.
15For that which I do I allow not: for what I would, that do I not; but what I hate, that do I.
16If then I do that which I would not, I consent unto the law that it is good.
17Now then it is no more I that do it, but sin that dwelleth in me.
About Romans 7: The Law and Sin

Paul teaches that people still struggle with sin even after being saved, but that through the help of the Holy Spirit, they can overcome it.
Commentary
Romans 7 is a chapter that speaks to the struggle between the law and the spirit. Paul is addressing the issue of how the law can be used to bring about righteousness, but how it can also be used to bring about sin. He explains that the law is good, but it can be used to bring about death if it is not followed properly. He then goes on to explain that the spirit is what brings about life, and that it is through the spirit that we can be made righteous.
